    Predicting and simulating future land use pattern : a case study of Seremban district

    As long as rapid urbanization which is a result of natural population growth and rural urban migration due to push and pull factors of social and economic conditions as well as the moving of urban populations from major city centres to urban fringe areas due to changing lifestyle which emphasized on spacious and more comfortable and environmentally friendly living environment continue to happen; towns and cities will continue to grow and expand to accommodate the growing and complex demand of the people. Experiences have shown that rapid and uncontrolled expansion of towns and cities has led to amongst others the deterioration in the quality of urban environment and sprawling of urban development onto prime agricultural and forest areas as well as cities starting to lose their identity. In order to avoid such phenomena continuing to happen, particularly in the Kuala Lumpur Conurbation Area, towns and cities need to be properly planned and managed so that their growth or expansion can be controlled and managed in a sustainable manner. One of the strategies adopted to curb sprawling development is through the delineation of urban growth or development limits (UGL). This means that the limit of towns and cities need to be studied and identified, so that urban development can be directed to areas that are identified and specified suitable for such development. One of the main tasks in the process of delineating UGL has been included as an important task in the preparation of development plans. With such policy a research study is now being carried out to develop a spatial modelling framework towards delineating UGL through the application and integration of spatial technologies and this will be a basis or framework for land use planners, managers and policy makers to formulate urban land use policies and monitor urban land use development. One of the main analysis involve in the process of performing this task is to understand past urban land development trend and to predict and identify future urban growth areas of the selected study area. This paper highlights the integration of statistical modeling technique via binary logistic regression analysis with GIS technology in understanding and predicting urban growth pattern and area as applied to District of Seremban, Negeri Sembilan. The result shows that urban land use pattern in the study area within the study period are significantly related to more than half of the predictors used in the analysis

    Information technology and urban green analysis

    It is well recognized that green area plays a pivotal role in improving urban environment, such as preserving water and soil, controlling temperature and humidity of air, preventing pollution, flood prevention, functioning as buffers between incompatible land uses, preserving natural habitat, and providing space for recreation and relaxation. However, due to pressures from new development both in urban fringes and urban centres, urban green and open spaces are seen to be rapidly declining in term of allocated spaces and quality. Without careful urban land use planning, many open spaces will be filled with residential and commercial buildings. Therefore, there is a need for proper planning control to ensure that the provisions of green spaces are adequately being conserved for current and future generations. The need for an urban green information system is particularly important for strategic planning at macro level and local planning at the micro level. The advent of information technology has created an opportunity for the development of new approaches in preserving and monitoring the development of urban green and open spaces. This paper will discuss the use of Geographical Information Systems (GIS) incorporated with other data sources such as remote sensing images and aerial photographs in providing innovative and alternative solutions in the management and monitoring of urban green. GIS is widely accepted in urban landscape planning as it can provide better understanding on the spatial pattern and changes of land use in an area. This paper will primarily focus on digital database that are developed to assist in monitoring urban green and open spaces at regional and local context. The application of GIS in the Klang Valley region or better known as AGISwlk developed since mid-1990's is currently being used by various organisations in the region. The focus of AGISwlk is not merely in providing relevant database to its stakeholders but more importantly, assist in making specific and relevant decisions with regard to spatial planning. It is also used to monitor the loss of green areas by using several temporal data sets. The method of classifying green and open spaces in the region is also being discussed. This paper demonstrates that GIS can be an effective tool in preserving and monitoring green and open spaces in an urban area. The contribution of urban green digital database in someway may leads toward landscape sustainability as to satisfy the ever changing society

    GIS as new tools and approach in state planning and monitoring: the experience of Negeri Sembilan, Malaysia

    Malaysian planning methodology has changed over the years as emphasis has shifted from producing plan, which described a state of affairs expected of some future date, to one which acknowledged the continuous and cyclical nature of planning. Thus planning should be based on the identification of needs and goals, the formulation and evaluation of alternative courses of action and monitoring of adopted programmes. Using examples from current Geographical Information Systems (GIS) implementation projects, this paper will discuss GIS development and application for planning and monitoring of development in one of the Malaysian states, Negeri Sembilan. The development include a well-integrated and comprehensive database which is part of the important elements that could determine the ultimate success of GIS application in plan making. A distinctive feature of the Negeri Sembilan GIS (GIS9) that was developed for this purpose is that it is capable of operating on two distinct levels of planning – the state and district level. It is used to assist decision-making, taking into account among other things, the current scenarios of the proposed development, physical constraint and future impacts. The monitoring system that has been developed for both the state and district levels make it possible to evaluate the success of plan implementation. While the adopted data sharing framework is seen as a strong basis for extension of GIS development as well as integration and coordination in all state and local agencies involved in ensuring the success of the implementation of state development plan. The implementation of GIS9 has also contributed to raising recognition of the importance of vertical integration of the developed and maintained datasets at regional and local levels. This paper will discuss the approach and overall strategies employed in the preparation of GIS9 database and development plans monitoring system for the Negeri Sembilan State

    Multi-criteria expert based analysis for ranking the urban gentrification drivers in developing countires

    More than 40 years have passed since the term “gentrification” was coined by Ruth Glass (Torrens & Nara, 2007). Originating from Britain, gentrification has become popular concept in developed countries and much research has been conducted in the US, Europe, Canada and Australia since the 1970s on gentrification of the inner cities (Bounds & Mourris, 2008; Hamnett, 1991). Research was also conducted in some premier cities of developing world such as Mexico, Istanbul, Ankara and Seoul (Ha, 2004; Ergun, 2004; Guzey, 2006; Jones & Varley, 1999). Most of the gentrification researchers come to the point that appearance of the already formulated origins of gentrification are time and place-specific (Guzey, 2006), as this urban phenomenon through an evolutionary process found different aspects and drivers. The reason is that through its evolution from late 1950s different preconditions have brought different logics and outcomes in different geographies. Thus it is worth to threat gentrification as a complex phenomenon by sophisticated tools to examine the ideas and hypotheses behind it. In this research it is intended to use the analytical network process (ANP) integrated with GIS to figure out the gentrification drivers in Kuala Lumpur inner city and rank them according to their influence. This would provide a decision support system as tool par excellence for exploring the expert idea based on time and place. Besides, the methodology will foster the future works on modeling and simulating the behaviors of gentrification in developing countries that have not been applied hitherto

    Currently, the employment of Information and Communication Technology (ICT) is seen as an evolving approach to better urban governance, especially in realizing sustainable development. Good urban governance is oriented towards efficient and productive use and reorganization of financial, personnel and information resources for the achievement of good metropolitan development, including the enhancement of planning, coordination and management, promotion of administrative reform and advancement of information systems. Five basic characteristics for good urban governance that have been commonly advocated by a number of development organizations and commentators are equity, effectiveness, accountability, participation and security. The advancement of ICT has made it possible to contribute to better local governance, as in the case of City Hall of Kuala Lumpur (CHKL).     Innovative technology for urban planning and monitoring

    The monitoring of land use change forms an integral part of the urban planning process whereby policies and strategic plans are reviewed and updated. This task typically involves the identification of emerging land use patterns which are normally linked with other planning statistics such as employment, housing and population before the full significance of land use change are apparent. This requires planning programme to be adapted during their implementation as and when incoming information requires such change. Given the dynamic nature of planning and management, it is particularly important to have a well conceived information system, which can serve as the eyes and ears to a regional development planning and monitoring process. Pendekatan ini memerlukan satu sistem maklumat yang mantap yang dapat menjana cadangan pembangunan dan menilai alternatif senario yang dihasilkan. Perkembangan sistem maklumat sejak tahun 1960an adalah selari dengan perkembangan proses perancangan yang menekankan pendekatan perancangan sebagai alat komunikasi yang bertujuan merumuskan matlamat dan pembangunan bersama. Teknologi maklumat juga telah berkembang dari sistem data kepada sistem yang berasaskan pengetahuan dan kepakaran. GIS yang dibangunkan sejak tahun 1960an dapat menawarkan sebagai salah satu alat bantu perancangan kerana kebolehannya menangani pemprosesan data ruang dan atribut secara serentak. Walau bagaimanapun ia harus digabung dengan sistem maklumat yang lain bagi meningkatkan keupayaan dan peranannya dalam proses perancangan. Di Malaysia peranan GIS ini dapat ditunjukkan dalam penyediaan rancangan pembangunan dan kawalan pembangunan bandar.     Malaysian planning methodology has changed over the years as emphasis has shifted from producing plan, which described a state of affairs expected of some future date, to one which acknowledged the continuous and cyclical nature of planning. Thus planning should be based on the identification of needs and goals, the formulation and evaluation of alternative courses of action and monitoring of adopted programmes. By tracing the evolving view of planning, this paper will discuss the development of Geographical Information Systems (GIS) as a new tool and approach for planning in Malaysia. Using examples from current GIS implementation projects namely the Application of GIS for Klang Valley Region (AGISwlk) and GIS for Negeri Sembilan (GIS9), this paper will discuss GIS development and application for plan’s preparation and monitoring of urban development. A well-integrated and comprehensive database is part of the important elements that could determine the ultimate success of GIS application in plan making. The application indicates that the functionality of GIS can be enhanced by adding new model and analytical tools to existing system and by using the GIS toolkit to the best effect. Consequently, it will be used to assist decision-making, taking into account among other things, the current scenarios of the proposed development, physical constraint and future impacts. The paper will also discuss various modeling and spatial analysis techniques appropriate for different stages and form of planning which will integrate GIS and other information system for plan generation and plan evaluation such as Spatial Multi-Criteria Evaluation. Lastly, the paper will address the potential development of web-based GIS for monitoring the implementation of development plan and for project monitoring
